Tackling Concerns about GPs

Health Education England working across Kent, Surrey & Sussex (HEEKSS) is committed to supporting GPs in delivering high quality primary care through GP Workforce Development.

As part of this strategy we provide support to GPs to develop their performance when concerns are raised or identified through existing performance monitoring mechanisms. Currently we receive through PCTs, GMC or National Clinical Assessment Service (NCAS).

We provide developmental training to the GPs referred to us through a network of GPs who are experienced GP Trainers. The details of this scheme are provided in the Guidance on Professional Support Services leaflet, which can be downloaded here.

We also provide support to the local Area Team (s) in managing performance concerns relating to GPs. Area Teams have set up structures and processes to manage, monitor and deal with performance issues relating to GPs on their performers list.

Local GP performance procedures

In 2007 NCAS published a document entitled "Local GP Performance Procedures" in collaboration with the Royal College of General Practitioners and the NHS Clinical Governance Support Team (NCGST).

This publication provides information on local procedures for handling concerns about the performance of General Practitioners and describes local processes. HEEKSS is committed to implementing this within our health economy and to provide the potential LETB activities suggested.

Role development

We have developed the role as follows:

  • Providing advice to Area Teams on the education aspects of individual cases.
  • Working with individual GP’s referred by the Area Teams, NCAS or GMC to advise on a tailored programme of support and training.
  • Providing a network of experienced trainers who act as Educational Supervisors to GP’s undergoing developmental training within a framework of any conditions/stipulations by GMC or relevant CCG. Regular progress reports are provided to relevant referring agency.
  • To work closely with all involved stakeholders in addition to above in order to support performance development of GP’s. E.g. LMC / BMA / Medical Defence bodies/Health Care Commission
  • Providing training to Area Team staff and other GP’s involved in performance procedures on their roles and responsibilities. We have run training days in conjunction with NCAS to provide training to Area Teams in SEC in this respect. This has looked at Performers List regulations and performance concerns, advice to PAG’s about how to undertake an investigation, report writing and managing performance concerns. We will provide ongoing training to Area Teams in order to assist in developing their skills. We welcome feedback from CCGs and would like to work with them to support them
